演習「アクティブ・シールド２０２１」は、米海兵隊岩国航空基地およびそのほかの米軍施設において、およそ３週間にわたる軍事演習と訓練課程を経て１０月２９日、完結しました。

米海兵隊岩国航空基地司令のランス・ルイス大佐、陸上自衛隊第１３旅団長の兒玉恭幸陸将補をはじめ、陸上自衛隊員と岩国基地の米海兵隊員、海軍兵士が集まった訓練修了式をもって、同演習は完了しました。

訓練の間、日米双方は、多岐にわたる想定上の事態に対し、基地施設を防衛すると同時に、インド太平洋地域における不測の事態下での作戦行動や同盟国軍を支援する能力を基地が維持するため、陸、空、海のもてる力を統合してともに対処にあたる訓練を実施しました。

総力をあげての全面的な演習の実施を前に、岩国基地は、自然災害やその他緊急対応の予行演習として、任務への急を要しない人員すべてを対象に緊急避難訓練を行いました。また、化学的脅威が発生したとの想定に基づき、一斉に多くの人員へ接種を行う訓練の一環として、基地内の住民は例年実施している季節性インフルエンザへのワクチン接種も受けました。

基地内の住民はそのほかにも、共同体として訓練に協力。基地の給水が一時的に断たれ、水質検査をし、復旧されるまで、基地全体が水の配給を受ける措置下に入るという状況の訓練を行いました。給水までの一連の流れが復旧されるまで、海兵隊員が復旧作業と同時に浄水装置を立ち上げ、きれいな水をつくりだし基地内の住民と陸上自衛隊員に配給しました。

演習期間を通じ、陸上自衛隊員と米側の人員は、想定上の敵対する勢力が基地周辺から潜入を図った、あるいは基地の人員に対し別の脅威をもたらそうとした、などのシナリオ上の侵入事案への対処を続けました。AH-1攻撃ヘリコプターやUH-1汎用ヘリコプターといった沖縄の海兵第３６飛行大隊からの航空機も、演習の一環で脅威への対処訓練に参加しました。

本演習の終盤の山場として、海兵第１７１師団支援中隊が滑走路に生じたという想定の損傷を一晩で修復にあたっている間、陸上自衛隊員と米海兵隊員、海軍兵士が共同で、敵として仕掛けてくる兵力に対し、基地周囲の防衛に取り組みました。緊急での修復作業がひとたび完了すると、基地は滑走路の一部を使用し、複数のF-35B戦闘機を短距離離陸で発出する能力を実演してみせました。

「我々の強さ、意思、この地域の同盟国やパートナーに対する断固たる関与と決意には、疑いをはさむ余地もない」とルイス大佐は語ります。「我々のパートナーシップを通じ、潜在的な対抗勢力が我々の能力や関係性を検証してみようなどという試みは妨げてみせる」

「今回の訓練を通じて、私の部下に『国を護る意思が不十分な者はひとりもいない』と分かっていただけたと思う」と兒玉陸将補。

Active Shield 2021 Closing

MARINE CORPS AIR STATION IWAKUNI, Japan (Oct. 29, 2021) –

Exercise Active Shield 2021 concluded after three weeks of military drills and training evolutions at Marine Corps Air Station (MCAS) Iwakuni and other U.S. installations, Oct. 29.

The conclusion of the exercise was marked by a closing ceremony for Soldiers of the Japan Ground Self-Defense Force (JGSDF) and Marines and Sailors from MCAS Iwakuni, including Colonel Lance Lewis, the air station commanding officer, and Major General Yasuyuki Kodama, commanding general of the 13th Brigade.

During the exercise, U.S. and Japanese forces trained together across a variety of scenarios which integrated a range of ground, air, and maritime capabilities in order to practice protecting the air station while maintaining its ability to support contingency operations and allied forces in the Indo-Pacific region.

Prior to the full-scale conduct of the exercise, the air station carried out an emergency evacuation drill of all non-essential personnel to rehearse its response to a natural disaster or other emergency. Residents of the base also received their annual flu vaccine as part of a mass inoculation in response to a simulated chemical threat.

Another collective effort made by residents of the air station was practicing base-wide water rationing measures as the installation’s water supply was temporarily shut off, tested, and then restored. As water restoration procedures were underway, Marines concurrently set up water purification systems to produce and distribute clean water to base residents and JGSDF personnel.

Throughout the duration of the exercise, JGSDF and U.S. personnel continually responded to scenario-based incursions of hypothetical adversaries attempting to infiltrate the base’s perimeter or present other threats to air station personnel. AH-1 Viper and UH-1 aircraft originating from Marine Aircraft Group 36 in Okinawa also took part in threat response training as part of the exercise.

As a culminating event for the exercise, Marines with Marine Wing Support Squadron 171 conducted overnight repairs to damage on a simulated runway, while a combined force of JGSDF soldiers and U.S. Marines and sailors provided perimeter defense against an active enemy force. Once the emergency repairs were completed, the air station demonstrated the ability to launch F-35Bs via a short takeoff, utilizing a fraction of the MCAS Iwakuni runway.

“Our strength, resolve, and commitment to our allies and partners in the region is unquestioned,” said Lewis. “Through our partnership, we deter potential adversaries from ever testing our capabilities or relationships.”

“Through this exercise, we made it clear that there is no single JGSDF soldier lacking its will to guard the nation,” said Kodama.
