米海兵隊岩国航空基地 -- 【仮訳】本日８月２８日、岩国基地は、日本の検疫法、新型コロナウイルスの検疫手続き、ならびに在日米軍と岩国基地の規則を守れなかった４名で構成される家族に対し、基地への立ち入りを禁止する処分を下しました。この立ち入り禁止処分は、８月７日に行われた不法行為に対する聴聞会を経たものです。
７月１２日、この家族は東京の羽田空港にアメリカ発の民間航空機の便で到着し、日本政府の方針ならびに必須要件に従い新型コロナウイルスの検査を受けました。検査ののち、待機場所への移動は許可されましたが、これには日本政府の感染拡大防止策に従う、特に１４日間にわたり公共交通機関の利用を避けるという条件が伴います。
７月１３日、この家族は１４日間の待機を実施せずに岩国錦帯橋空港行きの民間航空の国内便に搭乗しました。公共交通機関を利用するというこの家族の決断は、日本の新型コロナウイルスに関する検疫上の規程や法を犯したほか、在日米軍ならびに岩国基地規則に違反しました。
岩国基地へ到着後、この家族は在日米軍により定められた外出制限措置（ROM）に入るタイミングに遅れを生じさせました。ひとたび外出制限下に入ってから、この家族は基地内のほかの人員と濃厚に接触する機会はありませんでした。外出制限措置に入った後、この家族と基地は、日本の検疫担当官より家族のうち３名が新型コロナウイルス検査で陽性と判明したとの通知を受けました。
この家族は８月６日に医療上の問題なしと判断されるまで、２４日間にわたり基地内の自宅に隔離されていました。基地内の行動履歴調査では濃厚接触者はなく、基地外の調査で６名の濃厚接触者がいましたが、新型コロナウイルスに関し全員が検査の結果、陰性でした。この件が起きたことは非常に悔やまれますが、本件が日本国内の感染例を新たに増やすことはひとつもありませんでした。
岩国基地は所属する人員に対し、軍人、扶養家族、軍属また契約業者にいたるまで、基地の中でも外においても、日本の法規、新型コロナウイルスの感染リスクを下げる対策を守るよう求めています。守れない人員には、その行動に対し責任を負わせます。基地は、この件が日本の隣人の皆様にご心配をおかけしたことに対し心からの遺憾の意を表するとともに、今後とも、適切な感染防止策を厳しく徹底してまいります。新型コロナウイルスの世界的大流行のさなか、基地内外の健康と安全を守り抜くことは、岩国基地の最優先事項です。

MARINE CORPS AIR STATION IWAKUNI, Japan (Aug. 28, 2020) –
Today, August 28, MCAS Iwakuni has debarred a family of four who failed to abide by the Japanese Quarantine Act, COVID-19 quarantine procedures and USFJ and MCAS Iwakuni orders. This debarment follows a misconduct hearing that took place on August 7.
On July 12, the family arrived at Haneda Airport in Tokyo on a commercial flight from the United States and was tested for COVID-19, in accordance with Japanese policy and requirements. Following the test, they were authorized to make their way to their quarantine location, contingent upon GOJ pandemic mitigation policies and specifically upon avoiding public transportation for 14 days.
On July 13, the family boarded a domestic commercial flight bound for Kintaikyo Airport in Iwakuni before conducting quarantine for 14 days. Their decision to use public transportation violated Japanese COVID-19 quarantine regulations and law, as well as USFJ and MCAS Iwakuni orders.
Upon arrival at MCAS Iwakuni, the family delayed entering USFJ-mandated restriction of movement, or ROM. Once in ROM status, the family did not come into close contact with anyone aboard the air station. After entering ROM, the family and the air station were notified by Japanese quarantine officials that three of them had tested positive for COVID-19.
The family remained isolated in their on-base home for 24 days before being medically cleared on August 6. Contact tracing on-base identified zero close contacts, and contact tracing off-base identified six close contacts, all of whom tested negative for COVID-19. While deeply regrettable, this incident caused no additional cases of COVID-19 within Japan.
MCAS Iwakuni expects its personnel to abide by Japanese laws, COVID-19 risk mitigation measures on and off-base, including active-duty members, families, civilians, and contractors. Those that do not will be held accountable for their actions. The air station expresses sincere regret to our Japanese neighbors for any anxiety caused by this incident and we will continue to strictly enforce appropriate COVID-19 risk mitigation measures. Preserving the health and safety of our on and off-base community during this global pandemic is our top priority.
