岩国基地で、現在進行形の新型コロナウイルスの感染例は１件となりました。新たに１件が８月６日の昨夜、陽性と確認されました。これは外出制限措置の解除を前に受ける検査で判明したものです。この人物は、７月２４日に軍チャーター機のパトリオットエクスプレスで岩国基地に到着し、在日米軍の方針に基づき、ただちに外出制限下に置かれました。到着以降に接触に至った人物はなく、無症状であり、ウイルス感染が拡大する可能性は低い状況です。新型コロナウイルスに伴う症状が今後でてこない限り、この人物は海軍の医療当局が定める指針に基づき、さらに１４日間の隔離下に置かれます。

以前、新型コロナウイルスについて陽性と出た３名は無症状のままであり、２４日間の隔離を経て昨夜、医療上の問題なしと判断されました。この件の経緯については引き続き調べを進めています。基地の内外ともに接触者をたどる調査は完了しており、日本国内で報告されているほかのどの感染例にも、この件に端を発するものはありません。

地域の健康と安全を守り通すことはこの上なく重要であり、それゆえ基地は、今後とも、基地内外において新型コロナウイルスへの接触リスクを下げるため積極的な対策を取っていきます。地域の安全をしっかり守るため、下記は岩国基地の人員が厳守するようすでに施行されている予防策です。

• 沖縄－岩国間の移動を激減
• 日本の本土の外から岩国に来る全員に対し厳格な行動制限策を実施
• 旅行は山口、広島、島根県内を含む周辺地域のみに限定
• 屋内および周囲にほかの人がいる際にはマスク等を着用
• ほとんどの公共交通機関は利用を禁止
• 一日を通じて手洗いを励行；基地内のほぼ全ての建物内に手指消毒剤を設置済み
• 基地の外にあるバー、クラブ、カラオケ店、パチンコ店、公衆浴場、タトゥー屋、マッサージ店は立ち入り禁止。基地内のバーやその他の施設では厳しい感染予防対策を実施
• 広島市内の居住者でなければ、広島市内には立ち入り禁止。ただし医療機関への受診を除く。
• キャンプ時を除き、外泊は不可。

上述に加え、お盆休みの期間中、岩国基地の人員には感染リスク低減の強化策が実行されます。多くの人々が家族と過ごすため帰省で日本国内を移動する中、地域の健康と安全を守るため、下記を含むさらなる強化策が加わります。

• 基地の外での行動を次の必要不可欠なサービスに限定：医療機関の受診、獣医、日用品の購入、銀行、請求書に対する支払い、ガソリンスタンド、郵便サービス
• 必要不可欠なサービスのほか、次の行動は許可します：通学、基地の外での就業、基地の外の飲食店から食べ物の持ち帰り、家の中での社交的な集まり、基地の外での運動、タクシーの利用

基地が願うのは、新型コロナウイルスの世界的大流行のさなかに行う移動に伴う重大な危険性について、家族の方々が認識してくださることです。来年は、余すことなくお盆休みを満喫できるようになることを、基地は切に願っています。

COVID-19 update

MARINE CORPS AIR STATION IWAKUNI, Japan (Aug. 7, 2020) – 

MCAS Iwakuni is now at one active case of COVID-19. One additional case was confirmed positive last night, August 6, following restriction of movement exit testing. That individual arrived to MCAS Iwakuni on July 24 aboard the Patriot Express and, in accordance with USFJ policy, was immediately placed into restriction of movement. They have not come into contact with anyone since their arrival, are asymptomatic for the virus, and present a low likelihood of further spread of the virus. Unless they develop symptoms of COVID-19, the individual will remain in an isolation status for an additional 14 days in accordance with Navy Bureau of Medicine and Surgery guidance.

The three previously positive individuals remained asymptomatic for COVID-19 and were medically cleared last night following 24 days of isolation. The investigation into this incident is ongoing. Contact tracing both on and off base has concluded and this incident has not led to any reported cases of COVID-19 within Japan.

Preserving the health and safety of our local community remains paramount, therefore the air station continues to actively take aggressive measures to mitigate the risk of COVID-19 exposure, both on and off base. The following is the risk mitigation standard in place for MCAS Iwakuni personnel to abide by in order to keep our local community safe:

• Movement between Okinawa and Iwakuni is severely reduced.
• Strict restriction of movement measures are in place for anyone coming to Iwakuni from outside mainland Japan.
• Travel is limited to the local area only, which includes Yamaguchi, Hiroshima, and Shimane Prefectures.
• Face coverings are required when indoors or around other people.
• Most public transportation is off limits.
• Washing hands is encouraged throughout the day; hand sanitizer is available in almost every single building on the air station.
• Off-base bars, clubs, karaoke rooms, pachinko parlors, public baths, tattoo parlors, and massage parlors are off limits. Strict risk-mitigation measures are in place in on base bars and other facilities.
• Hiroshima City is off limits for base personnel who do not live there, unless they have a medical appointment.
• Overnight stays are not authorized, except when camping.

In addition to what is listed above, during the Obon holiday, enhanced risk mitigation measures will be in place for MCAS Iwakuni personnel in order to preserve the health and safety of the local community while many in Japan travel to and from their home towns to be with family. Those enhanced measures are as follows:

• Movement off-base is limited to the following essential services: medical appointments, veterinary services, grocery shopping, banking and bill payment, gas/service stations, and postal services.
• In addition to essential services, the following are authorized: attending school, off-base employment, take-out food from off-base restaurants, residential social gatherings, off-base physical fitness activities, and the use of taxis.

The air station hopes that families understand the significant risks involved with traveling during the global COVID-19 pandemic and is very much looking forward to being able to fully honor and celebrate the Obon holiday next year.”
