米海兵隊岩国航空基地は、毎年実施している初動対応訓練の一環として、岩国地区消防組合、山口県警本部・岩国警察署、岩国医療センターDMAT（災害時派遣医療チーム）、岩 国海上保安署、岩国市危機管理課、海上自衛隊第３１航空群など関係諸機関との連携のもと、日米二国 間で協力しての多数負傷者対応相互支援訓練を２０１８年２月１３日、岩国市内の愛宕ヒルズで実施し ます。

岩国基地は、恒例の海上自衛隊/米海兵隊 岩国航空基地フレンドシップデーを前に、初動対応訓練を毎年 実施しています。この訓練は、事態発生時の対応手順を確認し、その精度をより高めるため、また緊急 に際し求められる各初動対応者の行動の練度を高める目的でこれまでも実施してきたものです。

基地と日本の地元諸機関との関係は強固であり、すべての人の安全、特に緊急時におけるすべての人の 安全を確保するための相互運用性を訓練、また構築することを今後とも続けてまいります。市と相互応 援協定を結んだ精神を踏まえ、多数の負傷者に対応するこの日米の相互支援訓練は、岩国基地の主要部 分から離れた場所で多数の負傷者が発生した場合を想定し、日米間での情報のやりとりや具体的な対処 方法、技術、手順について、初動対応にあたる関係者と緊急対応にあたる諸機関との間でリハーサルを 行うことで相互の運用能力を向上させます。

「愛宕ヒルズは１２月上旬に初の入居者を迎えた。どのような緊急事態が発生しようとも、初動にあた る対応者が適切に反応し動けるよう、愛宕ヒルズでこのような日米間の訓練を実施することは非常に重 要である」と岩国基地司令リチャード・ファースト大佐。「岩国基地にはこれまでも地元と一緒に歩み、 協力してきた長い歴史があり、この訓練は、今後とも協力し力を合わせていく関係を継続していくとい う次の一歩である」とコメントしています。

同日中に完了するこの訓練は、基地が岩国市や日本の初動対応諸機関と協同して作業にあたる能力を高 め、より実際に近いかたちでの訓練を通して任務を遂行できる即応態勢を示す熱意の表れです。

Bilateral Mass Casualty Mutual-Aid Exercise

MARINE CORPS AIR STATION IWAKUNI, Japan (Feb. 13, 2018) –

Marine Corps Air Station Iwakuni will conduct a bilateral Mass Casualty Mutual-Aid exercise in conjunction with Iwakuni City Fire, Yamaguchi Prefecture Police (Hq)/Iwakuni Police Station, Iwakuni Clinical Center DMAT, Japan Coast Guard, Iwakuni City Risk Management Office and Japan Maritime Self-Defense Force’s FAW-31 and others as part of the air station’s annual first-responder exercise at Atago Hills in Iwakuni City on Feb. 13, 2018. 
 
Marine Corps Air Station Iwakuni conducts a first-responder exercise yearly prior to its annual JMSDF/MCAS Iwakuni Friendship Day. The exercise is designed to validate and refine incident-response procedures and to train personnel on actions required in the event of an emergency.
 
Our relationship with our local Japanese counterparts is strong, and we continue to train and build interoperability in order to ensure the safety of all, especially in respect to emergency situations. In the spirit of the tenets of the Mutual Support Agreement, the Mass-Casualty Mutual-Aid bilateral exercise increases interoperability through the rehearsal of bilateral communication plans and tactics, techniques and procedures among first responders and emergency operations centers during any mass-casualty scenario occurring off the main installation.
 
“Atago Hills welcomed its first occupants in the beginning of December; therefore, it is very important that the air station conduct bilateral exercises like this one at Atago Hills in order to ensure all first responders can react appropriately in any emergency situation,” said Col. Richard Fuerst, commanding officer of Marine Corps Air Station Iwakuni. “We have a long history of working together, and this exercise is the next logical step in a continuing relationship of cooperation and teamwork.”
 
This day-long training exercise is an example of Marine Corps Air Station Iwakuni’s dedication to mission readiness, realistic training and ability to interoperate with Iwakuni City and other Japanese first responders.
